One of the legacies of the Vancouver 2010 Winter Games was the city’s decision to establish an energy efficient, greenhouse gas neutral neighbourhood whose first buildings housed the Olympic Athlete’s Village and later became condominiums. While the city’s bailout of the development attracted much of the press, what often gets overlooked is the City of Vancouver’s deployment of a unique district energy system and its creation of an independent utility that serves the entire Southeast False Creek (SEFC) neighbourhood. To showcase this innovative system and its development, ISIS partnered with QUEST (Quality Urban Energy Systems of Tomorrow) to produce the first report in the non-profit’s Integrated Community Energy System Business Case Series. The case study thoroughly documents for the first time the business case behind Vancouver’s SEFC Neighbourhood Energy Utility with a focus on its history, governance structure, innovative sewer heat recovery technology, project financing and best practices for future developers.
